CHIP and Medicaid
Medicaid is a program for low-income Texas residents who are U.S. citizens or qualified non-citizens.
CHIP is a program for children whose families make too much to qualify for Medicaid but can’t afford health insurance. These children must also be a Texas resident and a U.S. citizen or qualified non-citizen.
To be eligible for Medicaid or CHIP, you must be:
- A U.S. citizen or have valid immigration status
- A child 18 years old or younger (ages for children with disabilities may differ)
- A parent or adult caring for a child
- 65 years or older or living with a disability
- Individuals who have “aged out” of foster care until age 26

In addition to the criteria above, pregnant women may qualify for Medicaid for Pregnant Women or CHIP Perinatal.
Medicare
Medicare is the federal health insurance program for people who are 65 or older, and certain younger people with disabilities. Medicare open enrollment is Oct. 15 through Dec. 7 this year.
Be sure you’re ready and have the information you need to make a decision.
Medicare has four parts:
- Part A - Hospital Insurance
- Part B - Medical Insurance (for office visits and outpatient care)
- Part C - Medicare Advantage Plans
- Part D - Prescription Drug Coverage

Marketplace
The Health Insurance Marketplace is a resource where you can compare and buy health insurance plans.
To qualify, you must:
- Live in the United States
- Be a U.S. citizen, national or lawfully present
- Not be incarcerated
CareLink
CareLink is a financial assistance program open to Bexar County residents who don’t have health insurance. CareLink is not an insurance plan. Qualifications for CareLink are based on income and the number of people in your family.
