Improving Access to Health Care

When people can afford health care, they’re more likely to receive preventive services, manage chronic conditions and seek treatment. This leads to better overall health outcomes.

However, about 17% of Bexar County residents lack health insurance, according to the 2022 Community Health Needs Assessment.

Medical Care Financial Assistance Programs

If you or someone you know needs financial assistance for medical care, the following programs may help.

Medicaid and CHIP

Medicaid and the Children's Health Insurance Program (CHIP) provide health coverage for low-income children, families, seniors and people with disabilities. Learn more about enrollment on the University Health website.

Health Insurance Premium Payment Program

The Health Insurance Premium Payment (HIPP) Program is the Texas Medicaid program that helps families pay for employer-sponsored health insurance premiums. It’s for families with at least one person who gets Medicaid.

Medicare

Medicare is federal health insurance for people ages 65 years and older. Call 800-252-9240 to reach Texas’ free helpline that guides residents through Medicare enrollment. You can also call University Health Senior Services at 210-358-7477 for assistance.

Marketplace

Shop for government-funded health insurance using the Marketplace.

CareLink

University Health offers CareLink financial assistance to Bexar County families who don’t have health insurance and don’t qualify for other coverage. Call 210-358-3350 for more information.

When people can access basic necessities, they’re more likely to make healthier choices, experience reduced stress and enjoy better mental and physical health. However, nearly 15% of Bexar County residents live in poverty, according to the U.S. Census Bureau

Legal assistance helps people deal with complex legal issues related to:
